Translation grid for documents in '/docs'

I would be very glad to see the official Django documentation translated. Initially my little dream was to have Italian translations (a biased view, of course!), then I realized that it would have been much better to have it translated in the most possible languages.

We have had a lot of beautiful documents about Django, and even more noticeable they are updated as quickly as possible to reflect changes in code: let's spread them all around in any language, it will be a great help for someone and probably some people will thank you for your work.

This page is meant to be kept up-to-date by members of the translation teams and maintainers and exists for some simple facts:

in translation process some sort of harmony and coordination is IMO desirable;

I know that some people have already started to translate some documents, but I don't know which ones and their status;

potentially everyone can take some chapter and start new translations self-directed, so the risk of duplicate efforts is very concrete (think of different people that, being unaware of this, are working on the same document providing different and separate outputs).

In order to minimize this kind of hostile and *non*-DRY situations it could be a good idea to track translator's movements using some sort of mechanism, and this page could be a solution.

Another plus of maintaining a such register is that a quick glimpse at it gives the current picture about internationalization of various documents.

Finally a note about the layout that follows: there are a lot of documents, and this list will grow as fas as new languages will be added. Probably it won't be a problem, if you find a smarter way to rearrange the contents, do it!

What should status mean

Status	Description
In Progress	Translation in progress. The document may be incomplete, no proofread.
Draft	Translation has been just finished -- except proofread. Can be read through, but erratta may appear.
Done	Translation and first proofread have been finished.
Finished	Translation and second proofread have been finished.
